Orange, Seminole & Osceola Bicycle Injury and Fatality Data Analysis

A Santini Research review of FLHSMV crash data and BEBR county population estimates for Central Florida.

Santini Research analyzed bicycle injury and fatality data for Orange, Seminole, and Osceola Counties using FLHSMV crash data and University of Florida BEBR county population estimates. The analysis compares the 2017–2019 pre-COVID baseline against the 2022–2025 post-COVID period to evaluate changes in injury volume, fatality volume, population-adjusted injury rates, and population-adjusted fatality rates.This report was prepared in connection with Santini Research’s ongoing review of Florida bicycle and e-bike safety data, including a meeting with Orange County Commissioner Kelly Martinez Semrad, Ph.D., to discuss local crash trends, regional safety concerns, and the policy implications of Governor Ron DeSantis’s recent veto of CS/SB 382, Florida’s 2026 micromobility bill.

Key Findings

Orange County has the largest bicycle casualty burden among the three counties by raw volume.
Orange averaged 534 bicycle injuries per year and 12.5 bicycle fatalities per year during the 2022–2025 post-COVID period.
Orange’s injury rate increased modestly after adjusting for population, but its fatality rate increased more sharply.
Seminole County showed the strongest population-adjusted increase in bicycle injury rate among the three counties.
Osceola County’s injury rate was relatively flat after adjusting for rapid population growth, but its post-COVID fatality rate was the highest of the three counties.
Statewide overlays should be included to show how Orange, Seminole, and Osceola compare with Florida’s overall bicycle injury and fatality rates.
